fix LV2 State Flags for Atom:Path

state-restore does not set the same flag, so lilv_state_equals()
returns false even for identical states and a new state is saved regardless
actual fix also depends on http://dev.drobilla.net/ticket/1145

called in run() after first re-activate.
Initial activation does not warrant a panic.
