To create MIDI track(s), choose Session > Add Track/Bus from the main menu. In the Add Track/Bus dialog, left pane, choose MIDI Tracks.

A track template can be used, by selecting it in the Configuration drop down menu.

When you create a MIDI track you can select an instrument. The instrument in this context is any plugin that will generate audio in response to receiving MIDI.
