Disable vulgar keep-above for plugin UIs.
I vaguely recall it being mentioned that this was a kludge for OSX. Maybe not and somebody will complain. Oh well, this behaviour is incredibly obnoxious in some environments, and makes plugins that open dialogs (e.g. open file dialogs) completely unusable, and just generally wrong and evil.
